ROLE OF DATA WAREHOUSING & DATA MINING IN E-GOVERNANCE

—While E-Governance is defined as being accessible electronically to provide the public with relevant information besides facilitating communication between different government sector, E-Government refers to government use of electronic resources and technology to conduct its business. It refers to the application of information and communication technology (ICT) by the government with the aim of exchanging information and services among different arms of government, and with its citizens and businesses. This could be done by any government, anywhere in the world. Governments deal with large amount of data. To ensure that such data is put to an effective use in facilitating decision making, a data warehouse and Data Mining techniques are used over the historical data. It permits several types of queries requiring complex analysis on data to be addressed by decision makers. In this paper the focus is on the scope and use of Data Warehousing & Data Mining in all the dimensions of E-Governance like Government to Citizen (G2C), Government to Government (G2G) and Government to Business (G2B). The efficiency of Government can be increased by using the Data Warehouses and Data Mining.

With many computer applications in place, large quantities of data have been collected over a period of years. Private organizations recognized that there is value in the historical data of their own organizations and have undertaken projects to build data warehouses to make the data accessible in a meaningful and timely manner through mining and querying tools. But mostly in government organizations, it is not so. Data -ware technology has extensive potential applications in the government in various central government sectors such as agriculture, rural development, health and energy etc. In this paper, we are just giving some informative solution for the emerging concept of E-panchayat. Data warehouse architectures implemented in private organizations provide a thought to design data mart approach architecture for a centralized E-Governance.

Abstract: Governments around the world generated large data in multitude of formats and received enormous information from citizens, employees , business and other community in wide variety of formats through various channels such as traditional (Post/Fax) and/or modern (Website/Social media).Simply storing this valuable information does not provide any benefits for decision making in planning and formulation of guide lines for new projects.Therefore the government organizations can use enormous data for discovering hidden patterns, previously unknown relationships, extract meaningful information and trends for decision making.The data mining techniques can help in not only to detect fraud and security threats, but also it can be used for measuring influence facts like citizens’ behavior, desire and need, that affect on improving e-government services such as Government to Citizen (G2C), Government to Government (G2G), Government to Employee (G2E) and Government to Business (G2B). The objective of this paper is how data mining techniques can help the government organizations in decision making from large data, which is collected from various organizations (National, State and Local level).This paper proposes “A Framework for e-Government Data Mining Applications (eGDMA) – for effective Citizen Services”- An Indian Perspective” for empowering e-government services in decision making. In this framework, the government applications are divided into two, namely; Common and Department’s Specific applications. These applications are applied and examined through an exhaustive case study and reported the findings and results. This paper also examined various issues and challenges using Data Mining techniques for decision making within the government organizations. ABSTRACT The eGovMon Data Warehouse (eGovMon DW) is built as a data repository for eGovernment services benchmarking results. We propose a DW architecture with open source business intelligence technologies for eGovernment. This DW architecture uses PostgreSQL as the DBMS, eGovernment operational system as the data source, and a right-time ETL tool to populate the data. Through this proposal, we give the potential research interests and issues for our future work.

The business processes and workflows of Public Administration within the Hungarian Government are transformed profoundly in the past years. As more and more tasks of public administration are carried out by the assistance of electronic solutions, the tracking and monitoring of activities became possible whereby data in electronic form are available for data processing. In enterprises, the performance measurement, strategic enterprise management and similar approaches turn out to be fashionable; moreover, the techniques and methods out of data science provides the opportunities for data analytics on the collected data. As the e-public administration develops and significant amount of data will be accessible for data processing it will give the chance to apply data science for the wide spectrum of activities within public administration. There is project that is planned and dedicated to the before-mentioned task. Firstly, a data warehouse will be built that will collect and load the data from disparate sources in a data schemes within the data warehouse that will suit data analytics. We will analyze the E-government architecture, public administration processes and the available techniques of data science that will provide useful services for the senior public officers.
